MOBILE APP:
The City of Richland’s mobile app is now available for both iOS and Android devices!
To download, visit your device’s app store and search My Richland. The app will appear as Richland Utilities MyAccount. Once downloaded, the app will display on your device as MyRichland.

The City of Richland's new utility portal provides you with self-service features, such as easy online payment and billing, and introduces enhancements that make managing your utility services easier than ever.
Login and Register for MyAccount
If you were an E-care user, you should have received an email with instructions to register your account. The system will prompt you to update your password and add your security questions during your first log in to the site. If you did not receive an email, you will create a new account. Please ensure you have your name as it appears on your bill and your 16-digit account number available before you start.

If you don’t have an account, you can enroll at any time and use the helpful tools and features like AutoPay and paperless billing. To enroll, you will need your TPU account number and the first and last name or business name associated with the account.
