Housing Programs for Low-Income Families

The City of Richland and the Tri-Cities HOME Consortium offer several programs to support residents with housing needs. These include assistance for homeowners through the Home Rehabilitation Program, help for homebuyers through the Down Payment Assistance Program, and resources for renters seeking financial or housing support.

The Homeownership Assistance Program provides up to $50,000 in down payment assistance for low- to moderate-income, homebuyers.

The Owner-Occupied Rehabilitation Program assists low-to moderate income owner occupants of single-family residential properties with code and safety issues.

The City of Richland does not provide direct rental assistance. The Tri-Cities HOME Consortium provides funding to Consistent Care for rental and utility assistance. The waitlist is currently closed.

Additional housing resources are as follows:

Landlord List -landlords in Benton-Franklin County produced by the housing Resource Center.

Renter's Resources - Fair Housing, Rights as a Tenant and agencies providing resources for those with an eviction.

Kennewick Housing Authority - serves the city of Kennewick, Richland and Benton City.

Housing Authority of City of Pasco and Franklin County - serves the city of Pasco and Franklin County.

Homeless Shelters - local shelters in Benton and Franklin County.

NextStepHelp.org - to locate local agencies that currently have housing availability in their program such as transitional housing, sober living and shelter availability.

Oxfordvacancies.com - to locate Oxford Houses nationwide that currently have vacancies.

Home-ARP 2025 Supportive Service Statistics

The Tri-Cities HOME Consortium has received funding through the HOME-American Rescue Plan (HOME-ARP). This funding has been allocated to provide supportive services for the following four qualifying populations:

Individuals and families experiencing homelessness
Those at risk of becoming homeless
Individuals or families fleeing domestic violence, dating violence, sexual assault, stalking, or human trafficking
Other qualifying populations as defined by HUD

There is help available if you are:

Experiencing homelessness
At-risk of homelessness
Fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking or human trafficking
Part of another population where receiving support could help you from becoming homeless

If you answered yes to all of these questions, you may qualify for HOME-American Rescue Plan Supportive Services.
