Public Records Requests

The City of Richland's Public Records Disclosure Policy outlines the procedures the City will follow to ensure that obligations of the Washington Public Records Act, Chapter 42.56 RCW, are fulfilled in a timely and professional manner.


Request Access to Records as a Matter of Right

Under state and federal law, certain individuals and/or entities are granted access to certain records held by the City of Richland as a matter of right. Public Records Fee Schedule

Payment of applicable fees must be received prior to release of records. Payment may be made by cash, check, money order, MasterCard, or Visa.

Actual Cost

Fees totaling $1.00 or less per request will be waived. The City reserves the right to combine multiple requests that are strategically submitted to avoid paying fees.


Submit a Public Records Request

You can submit a public records request using the City’s Public Records Request Portal. The portal also allows you to check the status of existing requests, update your account information, make payments, and access requested records. Please note: The City’s obligation under the Public Records Act is to provide access to existing public records. In order to do so, the requestor must sufficiently identify the record(s) sought. The City has no obligation under the Public Records Act to answer questions, compile data, or create records that do not otherwise exist at the time the request is received.
