City Leadership

The City of Richland operates under a council–manager form of government, which combines the political leadership of elected officials with the professional management of an appointed City Manager.

The City Council sets policy, establishes community priorities, and represents the voice of Richland’s residents. Councilmembers are elected by the community and work together to guide the City’s vision, goals, and legislative direction.

The City Manager is appointed by the Council to serve as the City’s chief executive officer, responsible for implementing Council policies, overseeing daily operations, and managing City staff.

The City’s Directors lead individual departments, providing expertise, delivering essential services, and ensuring that programs and projects meet the needs of our growing community.

Together, the Council, City Manager, and Directors work to provide effective, transparent, and responsive local government for all who live, work, and visit Richland.
