Public Facilities District Board

The five-member Public Facilities District Board (PFD) is appointed by the Richland City Council. The PFD Board’s primary role is to build and maintain public facilities that attract tourism, create jobs, support commercial business, generate sales and lodging tax revenues, and provide space for public events.

Currently, the Board’s only dedicated facility is the REACH Museum located at Columbia Park West.

The Revised Code of Washington (RCW) Section 82.14.390 authorizes the shift of .033% sales and use tax to a public facilities district at no additional cost to the taxpayer.

Meetings

The Public Facilities Board meets on the third Thursday of the month at 5:30 p.m., at the REACH Museum, 1943 Columbia Park Trail.
