The City of Richland provides reliable, efficient solid waste collection and disposal services to help keep our community clean and sustainable. Residential and commercial rates are structured to cover the cost of weekly garbage collection, recycling, and yard waste services, as well as landfill operations and long-term waste management programs. Rates are reviewed periodically to ensure they remain fair, transparent, and aligned with state and local regulations. Residential Service Fees

The City of Richland offers residential garbage, yard waste and recycling services. The standard service for residential customers is one 96 gallon garbage container and one 96 gallon yard waste container. Optional curbside recycling is available for an additional fee.

Commercial Service Fees

Commercial Collection Rates (Effective February 1, 2019)

With the exception of large accounts covered by special contract, the rates for commercial accounts will be at the rates indicated in the following schedules. Compacted refuse will be charged two times (double) the un-compacted rate. Commercial customers who prohibit access for scheduled container pickup shall be charged a call back charge. Examples of prohibited access include, but are not limited to, cars parked too close to a container, locked refuse enclosures, or cars blocking container enclosures. Rates are based on a 30-day cycle.
Compacted refuse will be charged two times (double) the un-compacted rate.

Commercial Recycling is an optional service available upon request. The recycling container allows for a mix of recyclable materials (co-mingled) in one container. The allowed recyclables include cardboard, plastic, newspaper, aluminum and tin. No glass is allowed in the recycling containers. Failure to use this container as described will result in an additional refuse container fee added to the utility bill.

Drop Box Service Fees

Drop box container service rates are indicated in the following schedule. Drop box service for less than 30 days will be charged for the number of days rented. Drop box container services will be considered temporary for the first 60 days of service and charged per day rent charges accordingly. After 60 consecutive days of service, users will be considered permanent. Disposal fees are subject to a one-ton minimum.

*30 day minimum fee - Drop box containers that are not picked up within 30 days of delivery or last dump and return will be charged a minimum 30 day fee consisting of one hauling fee, a one-ton disposal charge, and per day rent charges if applicable.

*No haul fee - If a drop box is scheduled and container is blocked, overloaded, or empty a $45 fee will be applied to account. If scheduled delivery, dump and return, or container removal is canceled on scheduled date a $45 fee will be applied to account.
