Residents may dispose of self-hauled waste at a resident rate with proof of current Richland waste service. Resident must be present, show identification card with name matching on the City of Richland utility bill. All other customers will be charged the non-Richland rate.

Asbestos and petroleum contaminated soils can be disposed of at the Horn Rapids Landfill Monday-Friday, 8:00 a.m. - 3:00 p.m. Please submit the appropriate forms 24 hours before your visit.

Asbestos Waste

1. Complete an asbestos waste shipment record form
   1. Please only complete items 1-11
2. Submit signed documents to solidwaste@ci.richland.wa.us at least 24 hours before your arrival at the landfill

Petroleum Waste

Horn Rapids Landfill does not accept e-waste or high-intensity light bulb recycling. It's important to properly dispose of or recycle e-waste and high-intensity light bulbs so that the glass and metals can be reused. Proper disposal also helps prevent hazardous materials (battery acids, etc.) from leaking into our water supply.

E-Cycle Washington accepts the following items:

• Televisions;
• Computer towers (CPUs);
• Laptops;
• Monitors;
• E-readers;
• Portable DVD players; and more.

The following locations in Benton County take part in the E-Cycle Washington program and guarantee free recycling:

LightRecycle Washington accepts compact fluorescent lightbulbs (CFLs) as well as fluorescent tubes and high intensity discharge (HID) lights. The following locations take part in the LightRecycle Washington program:

Richland Compost product has been sampled and tested as required by the Seal of Testing Assurance Program of the United States Composting Council (USCC), using certain methods from "Test Methods for the Examination of Compost and Composting" manual. The USCC makes no warranties regarding this product or its contents, quality or Suitability for any particular use.

Richland compost is sold in bulk to approved vendors. To become a vendor, call the landfill office at (509) 942-7700.

Residential customers are able to self-load up to 4 yards of compost for personal use for $25 per load!
