The Solid Waste Utility oversees both residential and commercial waste services for the City of Richland. It also operates the Horn Rapids Landfill, located on a 275-acre property owned by the City. This site includes the landfill itself, a composting facility, and areas designated for accepting limited types of hazardous waste. The landfill spans 46 acres and is permitted for municipal solid waste disposal.
