Net Metering
Customers wanting to participate in Richland Energy Services (RES) Net Metering Program must follow these steps:
- Applicant must review the Net Metering Instructions prior to completing a Renewable Energy Application.
- The applicants must pay the Net Metering Application Fee of $150 prior to submitting the application.
- To pay the application fee:
- Register or log in using your email address on the City of Richland Permit Portal.
- Email the City Permitting department permittech@richlandwa.gov and request a net metering fee invoice.
- The permitting department will provide an invoice number.
- Enter the invoice number under the "Pay Invoice" tab on the City of Richland Permit Portal.
- Save the Paid Invoice summary receipt. This receipt is a required attachment during application submission.
- To pay the application fee:
- Fill out and submit the Renewable Energy Application and attach the Paid Invoice Summary receipt, racking system cut sheets, site plan, and one-line diagram when prompted.
- The applicant will receive a confirmation email indicating the application has been successfully submitted, along with a link to check the application status.
- The property owner/homeowner will receive an email notification to sign the application.
- Once the homeowner signs the application, the application is forwarded to a City Engineer for review and approval of the proposed design and metering system.
- Net Metering customers will receive a separate monthly electricity bill with the net metering generation credit, if applicable.
