The Development Services Department is committed to supporting a vibrant, growing community through responsive customer service and efficient operations. We provide leadership and direction across our divisions while partnering with other departments and agencies to foster economic growth, attract investment, and plan for Richland’s long-term development.

Business & Economic Development
We offer resources and support to both new and established businesses in Richland. Whether you're exploring city-owned properties or seeking to locate in the Horn Rapids Industrial Park, Business Park, or Commercial Center, our team is here to help you succeed.
Building & Permitting
Our Building Division oversees permitting, plan review, and inspections for residential and commercial construction. This includes plumbing, mechanical, and structural systems for both new builds and renovations.
Planning
The Planning Division guides the city’s growth by implementing and updating the Comprehensive Plan and administering development codes that ensure responsible, sustainable development.
Housing Programs
We support community development and housing stability through initiatives such as the Homebuyer Assistance Program, the Owner-Occupied Rehabilitation Program, and the federally funded Community Development Block Grant (CDBG) Program. We also serve as the lead agency for the Tri-Cities HOME Consortium to increase access to affordable housing throughout the region.
