Richland City Clerk, Jen Rogers formally swore in Todd Samuel Tuesday, February 3rd as the City Councilmember representing Position No. 4 during the regular City Council meeting.

Mr. Samuel was appointed following a competitive application and interview process conducted in January. After reviewing applications and conducting interviews during a special meeting on Tuesday, January 27, 2026, the City Council reached consensus and selected Mr. Samuel in accordance with the Richland City Charter. Deliberations were held in executive session as authorized under RCW 42.30.110.

Councilmember Samuel will serve in Position No. 4 until the candidate elected in the November 3, 2026, General Election takes office.
