The City of Richland’s online customer service utility billing portal will be unavailable from October 24–27, 2025 due to a planned system upgrade. We’re excited to introduce MyAccount, our new and improved utility billing portal that will replace the current E-Care system. During this transition, customers will not be able to access online utility services.
